Iran Parliament amends CFT bill

Iranian lawmakers have voted in favor of amendments made to the flaws in the bill on Iran’s accession to the convention against the funding of terrorism (CFT) as pointed out by the Guardian Council.

During a Parliament session on Wednesday, lawmakers passed the amendment bill on Iran’s accession to the convention against the funding of terrorism (CFT) with 125 votes in favor, 59 against, and 6 in abstention.

Iran’s Parliament ratified the bill in early October, as part of efforts to oblige the Financial Action Task Force (FATF) to remove the country from its blacklist, and submitted it to the Guardian Council for further consideration. The Council rejected the bill on November 4, on the basis of having found a series of faults with it, which, according to its spokesman Abbasali Kadkhodaei, were either ambiguous or ran counter to the country’s Shari'ah and the Constitutional law.

7 out of the 22 flaws as pointed out by the Guardian Council were amended by the Parliament’s National Security and Foreign Policy Commission and put to vote during the Wednesday session, which gained the majority of votes in favor.

By passing the single-article bill, lawmakers have allowed the government of the Islamic Republic of Iran a 'conditional' accession to the International Convention for the Suppression of the Financing of Terrorism.

The bill also obliges the Iranian government to reconsider its accession to the CFT if the the Financial Action Task Force (FATF) fails to remove the country from its blacklist after six months. 

Lawmakers also insisted on the remaining parts of the previously ratified bill with 134 votes in favor and referred the case to the Expediency Council for the final verdict.

The amended bill will however be referred to the Guardian Council for further consideration.

FATF has given Iran a February deadline to complete the necessary reforms regarding its removal from the task force's blacklist.
